WASHINGTON— Today, House Republicans passed H.J. Res. 213, legislation led by Rep. James Gallagher (R-Calif.), to overturn EPA authorization of California’s Commercial Harbor Craft regulations and block stricter emissions requirements on working vessels operating in California.

House Republican Conference Chairwoman Lisa McClain (R-Mich.) and Rep. Gallagher released the following statements after House passage:

“Americans already pay enough without government piling unnecessary costs on top,” Chairwoman McClain said. “Cutting costly regulations means businesses can spend less complying with Washington, which means lower costs for consumers.”

“California already makes just about everything more expensive, and its mandates on our maritime industry are more of the same,” Rep. Gallagher said. “When Sacramento drives up the cost of operating them, those costs don’t stay in California. They work their way through our supply chains and ultimately hit American families. I’m proud the House sent a clear message that California does not get a blank check to impose costly mandates with consequences for the rest of the country. Enough is enough.”

The resolution overturns EPA’s authorization allowing California to enforce stricter emissions requirements on commercial harbor craft, including ferries, tugboats, workboats, and fishing vessels. The rule requires covered vessels to meet tighter engine and emissions-control standards as existing equipment is replaced or repowered.
