House Republicans will vote to hold Joe Biden accountable for his assault on American energy independence and defend America’s Strategic Petroleum Reserve (SPR) from further depletion with the Strategic Production Response Act. This vote follows the first open amendment process in the House in seven years, resulting in the consideration of more than 140 amendments to the SPR Act.

For far too long, Joe Biden has risked America’s national security and drained our Strategic Petroleum Reserve to cover up the consequences from his anti-American energy agenda. Our SPR is for emergencies, but Joe Biden has sold nearly 40 percent of our stockpile since taking office. House Republicans are demanding the Biden administration develop a plan to reverse course.

HOW HOUSE REPUBLICANS ARE WORKING TO UNLEASH AMERICAN ENERGY INDEPENDENCE:

• The Strategic Production Response Act:
  • This legislation requires the Biden administration to have a concrete plan to refill our SPR by unleashing domestic energy production following any non-emergency drawdown.
  • The SPR is for emergencies—not for Joe Biden’s political points.
  • More than a year after the first SPR drawdown, the Biden administration still has NO plan to halt its anti-energy regulatory agenda or unleash domestic oil and gas production to refill it. Instead, Joe Biden has chosen to cede our energy dominance to China and other adversarial countries and double down on his assault on American energy.
  • House Republicans will hold the Biden administration accountable for tying the hands of America’s oil and gas producers and draining our reserves in the midst of an energy crisis—because energy security is national security.

BIDEN’S ANTI-AMERICAN ENERGY AGENDA:

• The Strategic Petroleum Reserve (SPR) was created for weather events or national security emergencies.
  • Joe Biden has sold off more of our oil reserves than every U.S. President in history combined.
• In March 2020, President Trump directed the Department of Energy (DOE) to purchase 30 millionbarrels as he worked to fill the SPR to its maximum capacity.
• Our SPR has now been depleted by 36%, the lowest level since 1984, following Joe Biden’s release of 180 MILLION barrels of oil last year.
  • The total release was the largest drawdown of our emergency oil reserves ever.
  • This move followed President Biden’s release of 30 million barrels in early March, and 50 million barrels of oil in November of 2021, which did nothing to prevent a spike in energy prices.
• Over one year after the first announcement of an SPR drawdown, the Biden administration announced a so-called plan to replenish these reserves that does not include ending its anti-energy policies in order to increase production.
• Last year, Biden’s DOE sold over one million barrels of SPR oil to a CCP affiliated company—even as Americans faced skyrocketing prices at the pump.
  • As a result, China now has the world’s largest government-controlled stockpile of oil.
