WASHINGTON — The House passed H.J. Res. 210, led by Rep. Vince Fong (R-Calif.), to overturn EPA authorization of California’s expanded At-Berth Regulation and block costly new requirements on vessels operating at major American ports.

House Republican Conference Chairwoman Lisa McClain (R-Mich.) and Rep. Fong released the following statements after House passage:

“Every unnecessary mandate Washington allows eventually shows up somewhere in the price Americans pay,” Chairwoman McClain said. “Keeping costs down for the people who produce and move the goods we rely on helps keep prices down for families. The less government drives up the cost of doing business, the more Americans get to keep in their own pockets.”

“We are one step closer to stopping an unelected state agency in California from increasing prices for consumers across the country, weakening our nation’s supply chains, and straining our regional fuel supply,” Congressman Vince Fong said. “California’s At Berth Regulation puts some of our nation’s most productive ports – including the businesses and workers who rely on them – at a competitive disadvantage. It threatens West Coast energy security and disrupts the goods and services our economy relies on, forcing everyday families to pay the price at the checkout counter and the gas pump.”

The resolution overturns the federal authorization behind California’s expanded at-berth requirements, which apply emissions-control mandates to ocean-going vessels while docked at regulated terminals. Existing federal maritime and environmental requirements remain in place.
