Today, Japanese Prime Minister Kishida Fumio will address a Joint Meeting of Congress at a time when Communist China's aggression in the Indo-Pacific region and across the globe is at an all-time high because of Joe Biden's continued appeasement of Communist China and weakness on the world stage has compromised our national security and put American lives at risk. 
 
Since Biden took office, he has repeatedly failed to stand up to Communist Chinese aggression. He has used every defensive tool granted to him significantly less than President Trump, he has not sanctioned a single Hong Kong or Communist Chinese official, and he allowed a Communist Chinese spy balloon to fly over a large portion of the United States uninterrupted.
 
MAKE NO MISTAKE: It is clear that Biden has no intention of ending his policy of appeasement toward Communist China, and that is why House Republicans are fighting every day to stop Communist China's aggression through our America First foreign policy agenda. 
 
HISTORY OF JOE BIDEN KOWTOWING TO COMMUNIST CHINA: 

• The Biden Administration has used every defensive tool, from sanctions to entity listings, to Chinese military company designations less than the administration before it.
• Joe Biden has not sanctioned a single Hong Kong or Communist Chinese official, in over two years, for the erosion of Hong Kong’s autonomy. 
• The Biden Administration has refused to implement the sanctions required by the bipartisan Uyghur Human Rights Policy Act and Deputy Secretary of State Wendy Sherman reportedly lobbied Congress to water down provisions in the Uyghur Forced Labor Prevention Act.
• Since entering office, the Biden Administration has added more than 230 Communist Chinese entities to the Department of Commerce’s Entity List, that is still short of the 260 entities added under the last two years of the previous Administration alone. The Administration has sanctioned more Communist Chinese persons for illegal fishing than it has for genocide in Xinjiang."
• Joe Biden vetoed a Republican led bill that would have overturned his Administration’s rule to waive the “Buy America” requirements for Electric Vehicle (EV) charging stations purchased using American taxpayer dollars. 
• The Biden Administration shut down a Justice Department program that focused on countering Chinese espionage. 
• Joe Biden and his Administration have proven that they will not hold Communist China accountable for unleashing COVID-19 on the world.
• The Biden Administration allowed a Chinese surveillance balloon to traverse the entire continental U.S. over the course of 7 days, gathering intelligence and flying over sensitive military sites, before taking action. 
  • The balloon entered U.S. airspace on January 28th over the Aleutian Islands in Alaska.
  • Despite President Biden knowing of the threat and invasion of U.S. airspace violating our national sovereignty, he waited 5 days before issuing an order to shoot down the balloon.
  • The American people deserve to know why Joe Biden allowed this national security threat to go on for so long, why he tried to hide it from the American people, and what information our foreign adversaries were gathering. 

HOUSE REPUBLICANS ARE COMMITTED TO COUNTERING COMMUNIST CHINA:

• House Republicans passed the Fiscal Year 2024 appropriations bills that reject tens of billions of dollars in waste included in the President’s Budget Request and redirects those resources to activities that counter Communist China and other near-peer adversaries.
• House Republicans passed the Defense Appropriations Act that counters Communist China by:
  • Maxing out production of critical munitions.
  • Doubling security cooperation funding for Taiwan.
  • Directing the Secretary of Defense to prioritize the delivery of defense articles and services to Taiwan.
  • Rejecting the Biden Administration’s inadequate shipbuilding plan by denying the request to divest 4 ships prematurely and funding the construction of 8 battleships.
  • Increasing investments in 5th and 6th generation aircrafts, like the F-35 and Next Generation Air Dominance.
  • Providing over $66 billion in INDOPACOM-relevant capabilities, including $42 million in unfunded priorities to bolster U.S. military capabilities in the region.
  • Prohibiting funding for the Wuhan Institute of Virology and EcoHealth Alliance in China. 
• House Republicans passed the Protecting Americans from Foreign Adversary Controlled Applications Act, which will protect Americans and prevent foreign adversaries like Communist China from targeting, surveilling, and manipulating the American people through online applications like TikTok.  
• House Republicans passed the NDAA, which counters Communist China’s aggression through a multitude of programs and funding. 
• House Republicans introduced the BIOSECURE Act, a bill to ensure foreign adversary biotech companies of U.S. national security concern do not gain access to U.S. taxpayer dollars.
• House Republicans launched an investigation into grants made to an AI scientist at the University of California, Los Angeles, with ties to Communist China. 
• House Republicans uncovered the threat of Communist Chinese influence in U.S. colleges and universities.
