Now we can take the next step

Communications • October 10, 2017

When we passed the Building a Better America fiscal year 2018 budget resolution, we agreed upon a budget that:

  • Responsibly balances in ten years
  • Strengthens our national defense
  • Addresses the culture of unsustainable spending
  • Unlocks pro-growth tax reform

It’s this last component, unlocking pro-growth tax reform, that makes this budget particularly important. Often called the “runway” on which to land tax reform or the “golden key” to unlock it, this budget resolution allows us to take the next step towards more jobs, fairer taxes, and bigger paychecks.

Here’s a taste of what House Republicans had to say about tax reform and this big step:

House Budget Committee Chair Diane Black (R-TN):

“I am proud that the House supported a budget that reflects responsible stewardship of taxpayer dollars and reassures the American people that we are committed to effective governing. It is a plan that achieves balance in 10 years, strengthens our military, promotes economic growth and unlocks pro-growth tax reform. While passage of this budget is just one of several steps toward priorities becoming realities, meaningful and lasting reforms cannot be achieved by skipping steps in the process. Today, I am pleased that members of the House continued doing our part by passing a plan for ensuring a bright and better future for generations to come.

House Ways and Means Committee Chair Kevin Brady (R-TX):

“Today, the House passed one of the most significant budgets many of us will ever vote on – a budget that paves the way for once-in-a-generation, transformational tax reform. I thank Chairman Black and the Budget Committee for their leadership in moving this budget, and the tax reform process, forward. As we work with the Senate to send a final budget to President Trump’s desk, we are closer than ever to finishing what we have started for the American people. More jobs, fairer taxes, and bigger paychecks are on the horizon.”

House Republican Conference Chair Cathy McMorris Rodgers (R-WA):

“The budget is the key to unlocking tax reform, which means more jobs, fairer taxes, and bigger paychecks for hardworking American families. I am proud to see this budget passed out of the House and look forward to putting forth a comprehensive tax reform plan that creates a simpler, fairer tax code that creates opportunities for everyone in our country. Thank you to Chairman Black for your leadership to put forth a budget that delivers conservative wins to all corners of America.”

Rep. Jim Sensenbrenner (R-WI) in the Journal Sentinel: Comprehensive tax reform benefits everyone

I remember the impact bipartisan, comprehensive tax reform had on our nation’s economy when President Ronald Reagan signed it into law more than 30 years ago. Those reforms gave a jumpstart to our economic climate and reignited Americans’ faith in the national economy. Similar reforms are long overdue. The time is now to move forward with a comprehensive overhaul of our federal tax system, which has hampered economic growth and bankrolled the bloated federal bureaucracy.

Rep. David Kustoff (R-TN) in The Jackson Sun: West Tennesseans deserve fair and simple tax reform

Under our new plan, most individuals will be able to file their taxes on a single sheet of paper. For the last 30 years, Americans have associated tax season with stress and burden. Individuals and businesses spend a combined 6 billion hours each year complying with the tax code, according to the National Taxpayer Advocate. That will all change under our new tax reform plan. Our new tax system must be fair for individuals and families.

Rep. Hal Rogers (R-KY):

“This is the most comprehensive mandatory reform package in 20 years, saving taxpayer dollars, strengthening our national defense and empowering hardworking Americans. This budget prepares the way for a simpler, fairer tax code, while reining in wasteful spending and boosting support for our men and women in the U.S. Armed Forces.”

Rep. Adrian Smith (R-NE):

“With a budget in place, we can move forward on our tax reform framework introduced at the end of September to simplify the code. When Americans keep more of what they earn, they can invest more money into our economy. When businesses are incentivized by a competitive corporate tax rate and full and immediate expensing, they can create jobs and more actively drive economic growth. Pro-growth tax reform means more jobs, fairer taxes, and bigger paychecks, which will transform our country’s fiscal course.”

Rep. Richard Hudson (R-NC):

“I was proud to support H. Con. Res. 71, a budget resolution that sets spending limits for our government and puts us back on the path to fiscal responsibility. In the budget, we are taking a close look at the programs that matter most and funding them in a responsible manner. This budget calls for preserving Social Security and Medicare for current and future generations, will reduce deficit spending by $6.5 trillion and will balance in ten years. It also includes the largest mandatory spending reform in 20 years and paves the way for a smaller, more limited government.

“This budget is a critical first step, not only in addressing our nation’s dire fiscal situation, but also in creating an avenue for us to pass tax reform. Now, the Senate must pass a budget so we can unlock a powerful tool known as reconciliation that will allow us to pass tax reform with a simple majority in both the House of Representatives and the Senate.”

Speaker Paul Ryan (R-WI):

“And there is one more thing this budget does that is so important: it paves the way for historic tax reform. It unlocks the reconciliation process. We need to pass this budget so that we can deliver real relief for middle income families across this country.

“We need to pass this budget for the people living paycheck to paycheck in America, who are trying to juggle it all, looking to get out from under this hopelessly broken tax code. We haven’t reformed this tax system since 1986. We need to pass this budget so we can help bring more jobs, fairer taxes, and bigger paychecks for people across this country.

“The time for this is now. The opportunity is right in front of us. I want to especially commend Chairman Black for her commitment to this vision.  I want especially commend the members of the Budget Committee for their steadfast commitment to this vision.

“We would not be in position to pass this budget today without her tireless leadership and the leadership of her members of the committee. It is so encouraging that the Senate has passed their budget out of committee. They are on the track too. That means we look forward to working with the Senate to take the next step.

“We have an opportunity to make right by our fellow countrymen. We have an opportunity to make right by the people we represent.”

Rep. Bill Flores (R-TX):

“Today, the House passed a pro-growth budget proposal that lays out our vision for a prosperous future for America. The ‘Building a Better America’ budget bolsters our national security, strengthens border security, reduces the deficit and balances in 10 years by cutting wasteful spending, reforming government and growing our economy. Most importantly, this budget provides Congress the opportunity to deliver tax reform for the 21st century. Tax reform based on lower rates for individuals, families and businesses will encourage job growth and provide for better paychecks for hardworking Americans.”
