House Democrats Prepare To Vote By Proxy
Last week, Speaker Pelosi designated a “covered period,” pursuant to the resolution passed by House Democrats that instituted proxy voting. Already, 18 Democrats have sent letters designating a proxy to vote in their place on the House floor.
This proxy voting scheme was adopted along partisan lines, and may be unconstitutional. The Constitution requires a majority of members be present to constitute a quorum to conduct business. While changes in House operations may be necessary in times of national emergency, those changes should never be the subject of heavy-handed partisan maneuvering in blatant disregard of constitutional imperative, precedent and the rights of the minority.
