On Sunday, December 30, 2012, the House is scheduled to consider S.J.Res. 44, a joint resolution granting the consent of Congress to the State and Province Emergency Management Assistance Memorandum of Understanding entered into between the states of Illinois, Indiana, Ohio, Michigan, Minnesota, Montana, North Dakota, Pennsylvania, New York, and Wisconsin and the Canadian provinces of Alberta, Manitoba, Ontario, and Saskatchewan. S.J.Res. 44 passed the Senate by unanimous consent on September 13, 2012.

Bill Summary

S.J.Res. 44 grants the consent of Congress to the State and Province Emergency Management Assistance Memorandum of Understanding (MoU) entered into between the states of Illinois, Indiana, Ohio, Michigan, Minnesota, Montana, North Dakota, Pennsylvania, New York, and Wisconsin and the Canadian provinces of Alberta, Manitoba, Ontario, and Saskatchewan.

Background

The joint resolution would grant the consent of the Congress to the MoU entered into between the above states and provinces (other states and provinces may agree to the MoU at a later date).

The MoU allows participating jurisdictions to cooperate in planning and training exercises and to provide mutual assistance following an emergency or disaster. Examples of allowable activities include: sharing emergency operations plans and hazard analyses, joint training exercises, and the sharing of personnel, equipment, materials, and supplies. CBO does not expect that the execution of this MoU would affect the budget of the federal government over the next five years.

Per CBO, S.J.Res. 44 would not affect direct spending or revenues.
