Floor Situation

On ­Wednesday, November 12, 2014, the House will consider S. 898, the Albuquerque, New Mexico, Federal Land Conveyance Act of 2013, under suspension of the rules.  S. 898 was introduced on May 8, 2013 by Sen. Tom Udall (D-NM) and was passed in the Senate on September 9, 2014 by unanimous consent.

Bill Summary

S. 898 directs the Administrator of the General Services Administration (GSA) to convey certain federal lands located in Albuquerque, New Mexico to the Amy Biehl High School Foundation. This legislation requires this conveyance to be in accordance with a fair market value appraisal. The Foundation would be responsible for costs related to the land conveyance, and the conveyance would be required to occur within three years of the bill’s enactment.

Background

S. 898 authorizes the GSA to sell an historic post office and courthouse in downtown Albuquerque, New Mexico to the Amy Biehl High School Foundation. Amy Biehl High School is a charter high school currently located within the buildings that would be conveyed.

Cost

According to CBO estimates, implementing S. 898 would increase offsetting receipts, but net offsetting receipts from the sale would be negligible.
