On Tuesday, June 21, 2011, the House is scheduled to consider S. 655, under a suspension of the rules requiring a two-thirds majority vote for passage. S. 655 was introduced by Sen. Thad Cochran (R-MS) on March 28, 2011. It was approved by the Senate on May 16, 2011, and on May 23 was referred to the House Committee on Oversight and Government Reform.
This legislation would designate the facility of the United States Postal Service located at 95 Dogwood Street in Cary, Mississippi, as the "Spencer Byrd Powers, Jr. Post Office."
2nd Lieutenant Spencer Byrd Powers, Jr., of Cary, Mississippi, was killed in action in Quang Nam Province, South Vietnam, on February 8, 1968 – four days shy of his 23rd birthday. He was assigned to the 1st Battalion, 35th Infantry Regiment, 4th Infantry Division, United States Army.
According to CBO, any costs related to new post office designations, which include the cost of changing the name on the building, signs, and maps, are not significant.
