S. 3998 is expected to be considered on the floor of the House on Tuesday, December 7, 2010, under a motion to suspend the rules, requiring a two-thirds majority vote for passage. The legislation was introduced on December 1, 2010, by Sen. Charles Schumer (D-NY). The Senate approved the bill on the same day by unanimous consent.
S. 3998 would extend the Child Safety Pilot Program for one year (allowing certain volunteer organizations to obtain national and state criminal history background checks on their volunteers).
The Child Safety Pilot Program is run by the National Center for Missing and Exploited Children, a nonprofit organization funded mostly by the Department of Justice. The program was originally created in 2003 by the PROTECT Act (P.L. 108-21).
The Congressional Budget Office (CBO) has not produced a cost estimate as of press time.
