Floor Situation

S. 3196 is expected to be considered on the House floor on Wednesday, September 29, 2010, under a suspension of the rules, requiring a two-thirds majority vote for passage.  This legislation was introduced by Senator Edward Kaufman (D-DE) on April 13, 2010. 

Bill Summary

The bill would direct the Administrator of the General Services Administration (GSA) to provide additional presidential services and facilities, including office space, equipment, and payment of certain related expenses, to eligible presidential and vice-presidential candidate before a presidential general election.

 

The bill would allow presidential candidates to solicit donations to pay for the additional travel and staff expenses prior to a possible transition to the presidency.  The provision would authorize the appropriation of funds to establish a council to facilitate the transition between administrations.

Cost

CBO estimates that S. 3196 would increase the administrative costs of GSA and other federal agencies by $5 million over the 2012-2013 periods
