S. 2781 is expected to be considered on the House floor on Wednesday, September 22, 2010, under a suspension of the rules, requiring a two-thirds majority vote for passage. Sen. Mikulski (D-MD) introduced S. 2781 on November 17, 2009, and it was referred to the Committee on Energy and Commerce. On August 5, 2010, the Senate passed S. 2781 by unanimous consent.
S. 2781 would change several Federal laws by removing variations of the term “mental retardation” and replacing it with variations of the term “intellectual disability.”
Congress has acted previously to change terms that have become offensive.
The Congressional Budget Office estimates this bill would cost less than $500,000 based on the availability of funds. Pay-go does not apply.
