Floor Situation

On Wednesday, September 25, 2013, the House will consider H.Res.__ , a resolution Providing for Concurrence by the House in the Senate Amendment to H.R. 527 – Responsible Helium Administration and Stewardship Act, with an Amendment, under a suspension of the rules.  The original bill was introduced on February 6, 2013 by Rep. Doc Hastings (R-WA), and passed on a vote of 394-1 (see Roll Call #128).  The bill was received in the Senate, and passed with an amendment by a vote of 97-2 (see Record Vote #203).

Bill Summary

The final text of H.Res.___ maintains the exact language as the original Senate bill, S. 783, with adjustments made to move sales and receipts forward and move programmatic authorizations back.  These adjustments were made in a manner that reduces the federal deficit and fully abides by budget rules and laws.  The first timing adjustment allows for helium to be sold sooner, under the same parameters as provided in the Senate bill, while others move programmatic authorizations back.  Moreover, the closure of the Federal Helium Reserve is conducted in a manner that would lead to additional savings.

Cost

Informal CBO estimates indicate that the legislation will balance both budget authority and outlays in the one, five, and ten-year windows.
