Floor Situation

On Tuesday, April 19, 2016, the House will consider H. Res. 673, Expressing the sense of the House of Representatives that the Internal Revenue Service should provide printed copies of Internal Revenue Service Publication 17 to taxpayers in the United States free of charge, under suspension of the rules. The bill was introduced on April 12, 2016, by Rep. Glenn Grothman, and was referred to the Committee on Ways and Means.

 

Bill Summary

H.Res. 673 urges the Internal Revenue Service (IRS) to resume printing IRS Publication 17 and provide free copies of this publication to taxpayers.

 

Background

IRS Publication 17, entitled “Your Federal Income Tax”, provides individuals with instructions on how to file their tax returns. Prior to 2015, free printed copies of this publication were widely made available at libraries, post offices, taxpayer services offices and by mail if requested. However, as the IRS continues to transition to a fully electronic tax filing system, the IRS now directs taxpayers to download a version from the Internet which could be burdensome to those that do not have access to the Internet or who cannot search it with ease.
