Tom Kongsgaard was a Napa, Calif., Superior Court Judge from 1958 to 1984. He enlisted in the navy and served in the Pacific during World War II. Kongsgaard died in 2001.

According to CBO, any costs related to new post office designations, which include the cost of changing the name on the building, signs, and maps, are not significant.
