Background

The Honorable Juanita Millender-McDonald represented California’s 37th Congressional District in the U.S. House of Representatives for seven terms, from 1996 until her death in 2007.[1]  Millender-McDonald was the first African-American woman to become Chair of the House Administration Committee.
