The House is scheduled to consider H.R. 5545, on Tuesday, July 20, 2010, under suspension of the rules, requiring a two-thirds majority vote for passage. This legislation was introduced by Rep. Eleanor Holmes Norton (D-DC).
The bill deauthorizes the portion of the project for navigation, Potomac River, Washington Channel, District of Columbia, originally a water navigation project authorized by Congress in 1935.
The area includes south of Interstate 395 in the Washington Channel to the Fireboat Pier 5 off of Maine Avenue in SW Washington, D.C.
This bill would transfer part of the jurisdiction over the waterways from the Corp. of Engineers to the District, a necessary step that will allow the District to move forward with the redevelopment of the Southwest waterfront.
Congress authorized in 1935 a water navigation project in the Potomac River in the Washington D.C. area. The projects have since been under the jurisdiction of the Corps. of Engineers.
According to CBO, enacting this legislation would have no effect on the federal budget.
