Floor Situation

On Tuesday, March 22, 2016, the House will consider H.R. 4119, the Gulf Islands National Seashore Land Exchange Act, under suspension of the rules. H.R. 4119 was introduced on November 19, 2015 by Rep. Steven Palazzo (R-MS) and was referred to the Committee on Natural Resources, which ordered the bill reported by unanimous consent on February 3, 2016.

Bill Summary

H.R. 4119 authorizes the Department of Interior to convey to the Veterans of Foreign Wars Post 5699 approximately 1.542 acres of real property located within the Gulf Islands National Seashore in Jackson County, Mississippi, in exchange for a parcel of 2.161 acres.


Veteran Foreign Wars (VFW) Post 5699, in Ocean Springs, Mississippi, owns a 3.3 acres lot adjacent to Gulf Islands National Seashore’s Davis Bayou Area.[1] The Post’s property is essentially landlocked, with the only reasonable access via a long driveway across National Park Service property from VFW Road. The VFW post proposed a land swap in exchanged for land owned by the Federal government containing the existing driveway.[2]

The Congressional Budget Office (CBO) estimates that the exchange would not affect the federal budget. Because enacting H.R. 4119 would not affect direct spending or revenues, pay-as-you-go procedures do not apply.
