Floor Situation

On Saturday, October 5, 2013, the House will consider H.R. 3223, the Federal Employee Retroactive Pay Fairness Act, under a rule.  H.R. 3223 was introduced on September 30, 2013 by Representative Jim Moran (D-VA) and has 152 cosponsors. 

Bill Summary

H.R. 3223 provides for compensation of federal employees furloughed due to any lapse in appropriations that begins on or about October 1, 2013, for the period of such lapse in appropriations. This is similar to bipartisan legislation enacted during all previous shutdowns.

Background

On October 1, 2013, a lapse in federal funding resulted in a federal government shut down. As a result, approximately 800,000 federal employees around the nation were furloughed.  Enacting H.R. 3223 ensures that these employees will be paid for the time lost as a result of the furlough.  The Administration issued a Statement of Administration Policy (SAP) on October 4, 2013 indicating “[T]he Administration strongly supports House passage of H.R. 3223, the Federal Employee Retroactive Pay Fairness Act.”
