On Tuesday, December 2, 2014, the House will consider H.R. 2790, the Housing Assistance Efficiency Act, under a suspension of the rules. H.R. 2790 was introduced on July 23, 2013 by Rep. Scott Peters (D-CA) and referred to the Committee on Financial Services.
H.R. 2790 amends section 423 of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11383(g)) to allow private nonprofit organizations to administer permanent housing rental assistance. Furthermore, this legislation requires the Secretary of Housing and Urban Development to reallocate any unused housing assistance provided from the Emergency Solutions Grants Program once per year. Under current law, the Secretary is required to reallocate unused housing assistance twice per year.
Under current law, only public housing agencies, state governments, and local governments are permitted to administer permanent housing rental assistance. This legislation would permit nonprofits to administer rental assistance.
