Floor Situation

The House is scheduled to consider H.R. 2510 under suspension of the rules, requiring a two-thirds majority vote for passage. H.R. 2510 was introduced on May 20, 2009, by Rep. Susan Davis (D-CA). The Committee on House Administration reported the bill favorably on June 19, 2009.

Bill Summary

H.R. 2510 would create a new grant program for the Election Assistance Commission (EAC) to subsidize States that choose to establish systems for tracking absentee ballots. To qualify for a grant under the bill, tracking systems must provide voters with the ability to confirm whether their absentee ballot for a federal election has been received and counted. This confirmation may occur via the Internet or a toll-free telephone number.

The bill would authorize grants to reimburse states for the costs of establishing such systems (including those in place prior to enactment.) The total grant may not exceed $3,000 per election jurisdiction.



Several States and electoral jurisdictions have experienced an increase in absentee voting over the past decade, including absentee voting by mail. According to a study conducted by the Overseas Vote Foundation, a nonprofit charity, more than half of surveyed military and overseas voters who tried to vote absentee by mail in the 2008 election were unable to do so because their requested ballots either were received too late to be counted or were not received at all.


According to CBO, H.R. 2510 would cost $20 million over five years, assuming appropriation of the necessary amounts.
