Floor Situation

On Monday, April 18, 2016, the House will consider H. Con. Res. 119, authorizing the use of the Capitol Grounds for the Greater Washington Soap Box Derby, under suspension of the rules.  The resolution was introduced on February 25, 2016 by Rep. Steny Hoyer (D-MD) and was referred to the Committee on Transportation and Infrastructure, which ordered the bill reported by voice vote on March 2, 2016.

Bill Summary

Con. Res. 119 would authorize the Greater Washington Soap Box Derby Association to sponsor soap box derby races on the grounds of the U.S. Capitol on June 18, 2016, or on such other date as the Speaker of the House of Representatives and the Committee on Rules and Administration of the Senate may jointly designate. The resolution requires that the event be free of admission charge, open to the public, and not interfere with the needs of Congress under terms and conditions to be prescribed by the Architect of the Capitol and the Capitol Police Board.

Background

Soap box racing has a long and storied history in the Greater Washington D.C. area, with the first official races occurring in 1938.[1]  The event requires an act of Congress each year to authorize the Architect of the Capitol, the Greater Washington Soap Box Derby Association, and the Capitol Police Board to agree upon the requirements to hold the race on the Capitol grounds.[2]  This year marks the 75th Greater Washington Soap Box Derby.
