Congressman Rooney speaks on the House floor about his amendment to require that all terrorist detainees held at Guantanamo Bay be tried by military commission at Gitmo. A former military prosecutor, Rooney argues that trying enemy combatants in military tribunals, at Gitmo, is the best way to hold terrorists accountable, keep them out of the United States, and prevent them from rejoining the fight.
