IRS Chief Tells Price it's 'Absolutely Not Illegal' to Target Americans

During a House Ways and Means Committee hearing on the IRS targeting of conservative groups, the Acting Commissioner of the IRS said its 'absolutely not illegal' for the IRS to target Americans.
