On January 14, 2013, Republicans and Democrats joined together to read the Constitution on the floor of the U.S. House of Representatives. Congressman Tim Huelskamp read the 23rd Amendment. This is only the second time in American history that the entire Constitution has been read from the House floor. The first was at the start of the 112th Congress in January 2011.
