Congressman Randy Neugebauer's amendment on Country of Origin Labeling (COOL) passed by a vote of 34 to 12. It requies USDA to submit a report on the steps they will take to bring the Country of Origin Labeling (COOL) program into compliance with a World Trade Organization ruling.
