Congressman Forbes questioned OMB Director Jeffrey Zients and Deputy Secretary of Defense Ashton Carter at a House Armed Services Committee hearing on why President Obama has yet to submit an approved plan to Congress on how to deal with sequestration, which is expected to lead to massive layoffs in January 2013.
