Rep. Bonner House Floor speech calling on President Obama and the Senate to submit a responsible budget. President Obama missed his February 4th deadline to submit a budget and the Senate hasn't passed a budget in 4 years. The House has passed responsible budgets that reduce spending for two years in a row. It's time for the President and the Senate to follow suit.
