U.S. Rep. Jo Ann Emerson took the floor today, during debate of the Energy and Water Appropriations bill, to defend the $1 Billion in flood relief for the Missouri and Mississippi rivers and tributaries. The money in question are obligated funds for future high-speed rail projects.
