U.S. Representative Gregg Harper (R-Miss.) backs targeted spending reductions to replace the scheduled across-the-board cuts. During an opening statement in the House Energy and Commerce Committee, Harper notes that many of the proposals included within the committee's reconciliation recommendation appropriately eliminate unnecessary government spending and draw back unspent federal dollars.
