U.S. Representative Gregg Harper (R-Miss.) delivers an opening statement in the House Energy and Commerce Committee during a markup on three bills, including one to repeal the Independent Payment Advisory Board (IPAB). In promoting House Republicans' efforts to place this program on sound financial footings, Harper notes that the White House has cut Medicare benefits $523 billion and robbed Congress of its governing authority through the creation of a 15-member panel to be handpicked by the administration.
