Secretary Clinton praised Rep. Ed Royce's bill to update the State Department's Rewards Program. The legislation would help target the world's worst, like LRA leader Joseph Kony, by updating the program to include those involved in transnational organized crime and others wanted for the most serious human rights abuses.
