Rep. Tom Rice (R-SC) sponsored the S.T.O.P Resolution (Stop This Overreaching Presidency) which directs the House to institute legal action to require the President to comply with the law. He was selected by Speaker Boehner to be a surrogate on the lawsuit issue.
