The Obama administration’s urgent insistence to ratify the New START treaty with Russia during a lame duck session – notwithstanding that Russia and the United States fundamentally disagree on whether it permits further development of U.S. missile defense and that Russia is redeploying battlefield nuclear weapons to the borders of our allies in the North Atlantic Treaty Organization – reveals the same weakness that characterized U.S. foreign policy under President Jimmy Carter in the 1970s.
