H.R. 6649, the Naval Vessel Transfer Act, would provide for transfer by grant two Oliver Hazard class guided missile frigates each to Mexico, Thailand, and Turkey; and would transfer by sale four Oliver Hazard Perry class guided missile frigates to Taiwan.

First used by the United States Navy in 1977, the Oliver Hazard Perry-class frigate was originally designed to serve as open-ocean anti-aircraft and anti-submarine warfare guided-missile warship.
