On 2012, the House is scheduled to consider H.R. 6649, the Naval Vessel Transfer Act of 2012 under a suspension of the rules requiring a two-thirds majority vote for passage. 

H.R. 6649, the Naval Vessel Transfer Act, would provide for transfer by grant two Oliver Hazard class guided missile frigates each to Mexico, Thailand, and Turkey; and would transfer by sale four Oliver Hazard Perry class guided missile frigates to Taiwan.

First used by the United States Navy in 1977, the Oliver Hazard Perry-class frigate was originally designed to serve as open-ocean anti-aircraft and anti-submarine warfare guided-missile warship.
