On Tuesday, December 18, 2012, the House is scheduled to consider H.R. 6443, under a suspension of the rules requiring a two-thirds majority vote for passage. The bill was introduced by Rep. Debbie Wasserman Schultz (D-FL) on September 19, 2012, and referred to the Committee on Veterans Affairs.

H.R. 6443 would designate the facility of the Department of Veterans Affairs located at 9800 West Commercial Boulevard in Sunrise, Florida, as the "William 'Bill' Kling VA Clinic."

According to a local press report on his passing in August 2012: “Mr. Kling, a native New Yorker, served in the Navy during World War II…He was best known for his community activism, especially involving veterans issues. For 27 years, Mr. Kling was the head of the Broward County Veterans Council, which is the umbrella organization for all the veterans groups in the county. He also was a leader of the Jewish War Veterans.”

According to the Congressional Budget Office (CBO), costs related to federal building designations, which include the cost of changing the name on the building, signs, and maps, are not significant.
