S. 3860 is expected to be considered on the floor of the House on Wednesday, December 15, 2010, under a motion to suspend the rules, requiring a two-thirds majority vote for passage. S. 3860 was introduced by Sen. Claire McCaskill (D-MO) on September 28, 2010, and passed in the Senate by unanimous consent on December 4, 2010.
S. 3860 would direct the Secretary of the Army to submit to Congress a one-time report on gravesite discrepancies at Arlington National Cemetery, requiring certain information concerning burial operations and errors in burials. The bill would also require periodic reports on the execution of and compliance with Army Directive 2010-04 on Enhancing the Operations and Oversight of the Army National Cemeteries Program. Additionally, the bill would require a study from the Government Accountability Office on the management and oversight of contracts at Arlington National Cemetery.
There is no CBO cost estimate for this legislation as of press time.
