The House is expected to consider S. 3372, on the House floor on Thursday, July 29, 2010, under a motion to suspend the rules, requiring a two-thirds majority vote for passage. This legislation was introduced by Sen. Barbara Boxer (D-CA) on May 13, 2010.

The bill would extend until December 18, 2013, the provisions prohibiting the Administrator of the Environmental Protection Agency, or a state with an approved National Pollutant Discharge Elimination System (NPDES) permit program under the Federal Water Pollution Control Act, from requiring an NPDES permit for a covered vessel for any discharge: (1) of effluent from properly functioning marine engines; (2) of laundry, shower, and galley sink wastes; or (3) that is incidental to the normal operation of a covered vessel.
