According to the resolution's findings, 15 countries have diplomatic and consulate representation in Erbil, the capital of the Kurdistan Region of Iraq, and the establishment of a U.S. Consulate in the Kurdistan Region of Iraq would be consistent with current policy to normalize bilateral U.S.-Iraq relations at the diplomatic, commercial, cultural, and educational levels as the United States Armed Forces redeploys from Iraq.
