H.Res. 1638 is expected to be considered on the floor of the House on Tuesday, November 30, 2010, under a motion to suspend the rules, requiring a two-thirds majority vote for passage.  The legislation was introduced by Rep. Chaka Fattah (D-PA) on September 20, 2009.

H.Res. 1638 would resolve that the House of Representatives:

• “Supports the goals and ideals of a National GEAR UP Day;
• “Recognizes with gratitude the contributions of caring teachers, counselors, and program staff who encourage and prepare students for success in college; and
• “Encourages all students to set ambitious goals and to work hard to achieve their dreams.”

According to the resolution’s findings, Congress created the Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) in 1998 to increase the number of low-income students who are prepared to enter and succeed in postsecondary education.
