H.R. 3542 would require the Architect of the Capitol (AOC) to fly the flag of each State over the Capitol building on the anniversary of that State's admission to the Union. The bill would require the AOC to begin flying State flags on the first December 7 following enactment in commemoration of the State of Delaware, the first State to enter the Union. The Committee on House Administration and the Committee on Rules and Administration of the Senate would be allowed to promulgate rules for the recognition of U.S. territories and the District of Columbia.

According to CBO, H.R. 3542 would have "no significant cost and would not affect direct spending or revenues."
