H.R. 1995 is expected to be considered on the House floor on Wednesday, September 29, 2010, under a suspension of the rules, requiring a two-thirds majority vote to pass. Rep. Capps (D-CA) introduced H.R. 1995 on April 21, 2009, and it was referred to the Committee on Energy and Commerce.

H.R. 1995 would require the Secretary of Health and Human Services to report on the Department's research and other public health activities regarding diabetes among minority populations. The report would include the following: (1) evaluation of research, (2) surveillance and data collection, (3) community-based interventions, (4) education and training of health professionals, and (5) recommendations for improvement.

As of publication, the Congressional Budget Office had not released a cost estimate of H.R. 1995.
