H.Res. 391 would express the sense that the House of Representatives:
- "Expresses its appreciation for the profound dedication and public service of Jack Kemp;
- "Tenders its deep sympathy to his wife, Joanne, to his children, Jeffrey, Jennifer, Judith, and James, and to the entire family, friends, and former staff of Jack Kemp; and
- "Directs the Clerk of the House to transmit a copy of this resolution to the family of Jack Kemp."
Jack Kemp was a born in Los Angeles, California, on July 13, 1935, and attended Occidental College, where he was a star athlete. In 1957, Kemp was drafted into the National Football League as a quarterback by the Detroit Lions. After playing with a number of teams in the NFL, Kemp moved to the American Football League and eventually won two AFL championships with the Buffalo Bills, earning the Most Valuable Player award in 1965. In 1970, Kemp was elected to Congress, where he served western New York for 18 years, serving as the House Republican Conference Chairman from 1981 through 1987. Kemp also served as a co-Chair of the Republican Study Committee. Following his career in Congress, Kemp served for four years as the Secretary of Housing and Urban Development (HUD) and was nominated as the Republican candidate for Vice President in 1996. On May 2, 2009, Kemp died in Bethesda, Maryland, after a long battle with cancer.
