H.Res. 731 resolves that the House of Representatives "honors the life and achievements of Dr. Norman E. Borlaug for his many contributions to alleviating world hunger."

According to the resolution's findings, Norman E. Borlaug was born on March 25, 1914, and grew up outside Cresco, Iowa. Dr. Borlaug attended the University of Minnesota, where he received B.A. and Ph.D. degrees. He spent 20 years working in rural Mexico where he made his breakthrough achievement in developing a strain of wheat that could exponentially increase yields while actively resisting disease. In 1970, Dr. Borlaug received the Nobel Peace Prize, the only person working in agriculture to ever be so honored. Since then he has received numerous honors and awards, including the Presidential Medal of Freedom and the Congressional Gold Medal.
