Born on August 1, 1941, Ronald H. Brown was an American politician who served as the Chairman of the Democratic National Committee. And, under President Bill Clinton, Brown became the first African American to serve as Secretary of Commerce. Brown held the position from January 1993, until his death in an airplane crash while serving on trade mission to Croatia on April 3, 1996. In July, 1997, the National Oceanic and Atmospheric Administration (NOAA) commissioned a new ship-with its home port in Brown's native Charleston, South Carolina-named for him in honor of his achievements.
According to a CBO estimate, enacting this legislation would have no significant impact on the federal budget and would not affect direct spending or revenues.
