H.R. 3976 is expected to be considered on the floor of the House on Monday, March 22, 2010, under suspension of the rules, requiring a two-thirds majority vote for passage. The legislation was introduced by Rep. Tom Perriello (D-VA) on October 29, 2009. The Committee on Veterans Affairs approved the bill on March 10, 2010, by voice vote.

H.R. 3976 would amend the Housing and Economic Recovery Act of 2008 and the Servicemembers Civil Relief Act to extend through December 31, 2015, specified protections for servicemembers relating to mortgages and mortgage foreclosures.  The bill also prevents foreclosure actions until 9 months after deployment ends and applies federal criminal  penalties for violation of the provisions in section 303 of the Servicemembers Civil Relief Act.

The Congressional Budget Office (CBO) estimates that implementing H.R. 3976 would increase direct spending by $9 million over Fiscal Years 2011-2020.
