The bill also prevents foreclosure actions until 9 months after deployment ends and applies federal criminal penalties for violation of the provisions in section 303 of the Servicemembers Civil Relief Act.

The Congressional Budget Office (CBO) estimates that implementing H.R. 3976 would increase direct spending by $9 million over Fiscal Years 2011-2020.
