FLOOR SITUATION

H.R. 1727 is being considered under suspension of the rules, requiring a two-thirds vote for passage. The legislation was introduced by Rep. Mary Bono Mack (R-CA) on March 26, 2009.

 
EXECUTIVE SUMMARY

H.R. 1727 creates a national arson and bomber registry. The registry requires convicted arsonists and bombers to report where they live, work and go to school. In addition to that information, the database will include finger and palm prints of the arsonist and an up-to-date photograph.

 
BACKGROUND

This legislation would provide a tool to law enforcement officers by enabling them to effectively track arsonists, regardless of where they live, and to share that information across jurisdictions. Jurisdictions would be provided with the necessary technology and funding to implement this program. The registry is not open to the public and can only be accessed by law enforcement.
