The following amendments were made in order for the rule for H.R. 1108. They will be considered on the floor on July 17, 2009.

1) Rep. Rahall (D-WV) Manager's Amendment: Broadens the types of equine fertility controls authorized in the bill and narrows the definition of prohibited "commercial" uses for wild horses and burros. The amendment would also relax a requirement that the acreage available to wild horses and burros never be less than when the original Act passed in 1971.
2) Rep. Hastings (R-WA) Amendment in the Nature of the Substitute: Strikes all after the enacting clause and inserts the text of H.R. 249, which passed the House in the 110th Congress by a vote of 277-137. This provision would prohibit the commercial slaughter of wild horses and burros. CBO has estimated that this would cost $500,000 annually.
