H.Con.Res. 135 is expected to be considered under a motion to suspend the rules, requiring a two-thirds majority vote for passage. The bill was introduced by Rep. H.Con.Res. 135 would require the Architect of the Capitol to design, procure, and place in a prominent location in Emancipation Hall in the Capitol Visitor Center (CVC) a marker which acknowledges the role that slave labor played in the construction of the United States Capitol.

According to CBO, H.Con.Res. 135 would cost less than $300,000 to implement.
